REOI – Consulting Opportunity: External Financial Audit of Special Purpose Financial Statements

This procurement follows IDB Policy GN-2350-15. Bidders must be incorporated in an IDB-member country, be free of debarment, and certify that they have not engaged in Prohibited Practices, including corrupt, fraudulent, collusive, coercive, obstructive practices, or misappropriation. By submitting the EOI, the firm certifies that it meets the eligibility requirements, has read the applicable IDB definitions, and will comply throughout the procurement process and any resulting contract.

Request for Expressions of Interest (REOI) External Financial Audit of Special Purpose Financial Statements Regional Technical Cooperation RG-T4141 – ATN/FM-20355-RG

Stanford University’s Natural Capital Alliance (NatCap) invites eligible independent audit firms to submit an Expression of Interest (EOI) to conduct the External Financial Audit of the Special Purpose Financial Statements for the regional IDB–GEF Technical Cooperation RG-T4141: “Transforming Policy and Investment through Mainstreaming Rapid Approaches for Natural Capital Assessment and Accounting.”

The audit will provide an independent opinion on whether the Project’s Special Purpose Financial Statements have been prepared, in all material respects, in accordance with the applicable financial reporting framework, the Technical Cooperation Agreement, and IDB financial management and audit requirements. The audit will cover the Statement of Cumulative Investments, the Statement of Cash Received and Disbursements Made, and the Notes to the Financial Statements, and will include a review of relevant internal controls within the scope of International Standards on Auditing.

The assignment is expected to cover the audit period from September 27, 2023 to September 30, 2026, unless otherwise agreed with the Bank. The selected audit firm will be required to issue the Independent Auditor’s Report on the Special Purpose Financial Statements and the Internal Control Report / Management Letter, together with related reconciliations and supporting schedules, as applicable.

At this stage, NatCap invites eligible independent audit firms to submit an EOI to indicate their interest in providing the services described in the Terms of Reference (TOR).

The EOI should demonstrate the firm’s relevant qualifications and experience, including:

● Eligibility as an Independent Auditing Firm acceptable and eligible to the IDB;

● Proven experience conducting external financial audits of IDB-, multilateral development bank-, or donor-financed projects;

● Demonstrated experience auditing special purpose financial statements and project financial reports;

● Familiarity with International Standards on Auditing and IDB financial management and audit requirements;

● Capacity to review project expenditures, supporting documentation, internal controls, advances, justifications, reconciliations, and related financial records;

● Ability to deliver the required audit reports within the agreed timeframe and quality standards.
